(Boquete Guide) Most new immigrants to Boquete Panama are good people, many have commented they are coming here to flee what they view as an impending police state in the US. Among those people are some of the bottom feeders who are fleeing the law. Among those is a man named Fredrick Allen Osburn, Ozzie as a term of endearment to those who know him.
Ozzie and his employer Roger Immerman ran a computer and security consulting service in Boquete. Using this service and Rogers claim of being a retired policeman, they sold people on having home security inspections. Shortly after these inspections several of these people were victims of robberies targeting laptops, cameras and other items of value. Once Ozzie was jailed home burglaries in Boquete plummeted.
Due to the work of Alto al Crimen, Ozzie was arrested in August 2010. His trove of stolen and as of that time unsold goods was discovered in a Dolega apartment. His employer, Roger Immerman was never charged and in a deeply apologetic email to the community confessed only to being duped by Ozzie. That may well have been true. Ozzie has managed to dupe his way out of the David Prison.
In the past several months people have reported seeing Ozzie in both Boquete and Dolega. Alto al Crimen contacted the police who confirmed Ozzie was in prison in David, they were wrong. Ozzie was released in January, no notice was given to any victim or to the community.
I have no information as to the condition of his release, he could be out on bail, he could have been deported and returned, he was alleged to be illegal and immigration wanted to deport him or he may have procured a day pass. I only know he is out and as reported by Alto al Crimen this week burglaries targeting laptops and small valuable items have increased again.
Perhaps this is coincidental, you be the judge but also be aware of the man, the one handcuffed to the wall in the Boquete jail. He is tall, balding, convicted of possession of child pornography in Henderson Nevada, accused of serial rape in Nevada and accused of multiple burglaries here in Boquete.
